City of Bloomington and Golden Prairie Public Library District Residents

Library cards are available to all residents of the City of Bloomington and the Golden Prairie Public Library District (Arrowsmith, Bloomington, Dale Dawson and Old Town Townships). Any resident 17 years of age and older may receive an adult library card upon completion of an application and provision of a valid photo ID and proof of current address. Acceptable forms of identification include valid Illinois driver's license or other government-issued photo ID with current address, a recent utility bill, signed lease agreement, personalized check, or recent mail with postmark.

The Bloomington Public Library reserves the right not to issue a library card to anyone who cannot provide identification and/or address verification. The Library also reserves the right to restrict the borrowing privileges of any person who has overdue materials and/or accumulated fines or charges.


A parent or legal guardian's signature is required for anyone under the age of 17 to obtain a library card. The child and the parent must both be present. By signing the registration form, parents/guardians acknowledge responsibility for the items borrowed, fees incurred, and their child's selection of materials.

Emancipated minors who have proof of their court ordered emancipation may receive an adult card without parental consent.

College Students

College students are encouraged to get library cards! As long as your dorm, apartment, or house is in Bloomington, you are entitled to a BPL card.

Be sure to bring along a photo ID and proof of your current Bloomington address the first time you visit us each school year.

Non-residents who want full usage of Bloomington Public Library's collections and databases

Any resident of another library district in the state of Illinois may register their card and use it at the Bloomington Public Library. Active library cards from Normal Public Library, as well as cards from many other area libraries, can be registered and entered into our computer system making use of this library very easy. Non-residents who do not have a library in their community may purchase a library card with full borrowing privileges by completing the above steps and paying the annual non-resident fee set by the Library Board each year. If during the course of the year, a customer moves from a Bloomington address to an out-of-area address, the customer will be required to pay the out-of-area fee if he/she wishes to retain Bloomington Public Library borrowing privileges, or register a local library card from a reciprocal library with the Bloomington Public Library.

Renewal of Library Cards

All library cards are valid for three years. If your library card has expired, please bring the card and proof of your current address with you to the Library to renew your card.

Lost or Stolen Cards

If your library card is lost or stolen, please report it immediately to the Circulation Department at 309-828-6092. You are responsible for any items checked out or fines accrued on your card until it has been reported to the Library as lost or stolen.

Cardholder Responsibilities

Your library card has been issued to you based on information provided by you. It should only be used by you. You are responsible for the following:

  • The return, in good condition, of all of the materials borrowed.
  • Payment of fines/fees incurred for any overdue, damaged, or lost materials.
  • Reporting a lost or stolen library card immediately. Library cards may be replaced for $2.
  • All charges posted to the card until it is reported lost or stolen.
  • Promptly reporting any changes in name, address, phone number, or email address.
  • All charges on the card as the result of lending the card or library materials to another person.
  • Parents or guardians of a library cardholder have agreed to be responsible for the above on their child's card. It is important to be sure the child is aware of these responsibilities.

Bloomington Public Library respects and protects your privacy. We abide by the Library Records Confidentiality Act of the Illinois Statutes (75 ILCS 70/1) which states that the registration and circulation records of a library are confidential information. We will not give out information about whether you have a library card or the items you have checked out to anyone but you. If you would like someone else to be able to check out materials for you, you must give them your card and tell them your PIN.

If you forget your library card, you can check out and retrieve account information with a photo ID. This process helps us recognize you and avoids checkout discrepancies.

Your hold items will check out only to your library card.

If someone returns or renews an overdue item for you, he/she may pay the fine, but your account history will not be disclosed.

Children's records are equally protected. We ask parents to use their child's library card when checking out, renewing or paying fines on items for their child.

Your records are available to you. Although your library account is protected from others, you can access information about it in a variety of ways:

  • Online using Your Account.
  • By phone at 309-828-6092 when the Library is open.
Overdue, Lost, or Damaged Materials

If you provide your email address, the Library will send you courtesy notices of hold items that are available to check out, items due in 2 days, and items overdue for 5 days.

For items due more than 28 days, you will receive a notice in the mail.

Failure to receive overdue notices does not release the customer from paying the fines.

Fines and Fees

Your account will be assessed a daily fine for each item not returned or renewed by its due date. Fines stop accruing after an item is returned, renewed, or when the maximum fine amount is reached for each item.

A library account with $10 or more in accumulated fines/fees will have library privileges suspended. This includes borrowing materials, placing holds, renewing materials, and using public computers and online databases.

Items not returned within 28 days of their due date will be assumed lost and the account assessed a replacement fee plus a $5 processing fee for the item. Accounts with excessive fines/fees may be referred to collections.

Damaged Items

An item missing one or more pieces or damaged beyond repair will be placed back on your account, and we will try to contact you. If the situation has not been resolved within 28 days of the return of the item, your account will be assessed a fee for the missing piece(s) or damage, and in some cases, the entire cost of the item, plus a $5 processing fee.

If an item is damaged beyond repair, your account will be assessed the cost of the item, plus a $5 processing fee. A damaged item that is paid for within 60 days will become the property of the customer. After 60 days, the account will be charged and the item will be discarded.

The Library does not accept replacement items as substitution for lost, damaged, or incomplete items.

Check Out Lengths

Due dates are listed on your checkout receipt which you can print or email to yourself.

You may place holds on library materials:
  • By selecting "Place Hold" from the online catalog on our website.
  • By phone at 309-828-6093.
  • In person with a staff member in the Library or on the Bookmobile.
  • By downloading the BookMyne app to your tablet or phone.
Please be aware the there are some limitations on placing holds:
  • Up to 15 hold requests may be on your library card at one time.
  • Most Wanted items are not available for holds.
  • Items you requested that are currently checked out may not be returned by the due date stated in the catalog.
Holds Notification/Pickup:
  • The Library will attempt to notify you by email or phone when your requested items are ready for pick up.
  • You may check the status of holds by using the "My Account" feature on the Library's webpage or by calling 309-828-6092.
  • Hold items at the Main Library will be kept on the hold shelf for 7 days from the date they are available.
  • Hold items on the Bookmobile are kept until your next regularly scheduled stop.
  • You must use the same library card to request and to check out your hold item.

Your library card allows you to have up to 50 items checked out from Bloomington Public Library with the following limits:

Returning Materials

Please return borrowed materials promptly so others may enjoy them. Materials should be returned by closing time on the date shown on your receipt. Materials returned after the Library closes will not be checked in until the next day that the Library is open. If you lose your receipt, you may view your due dates by accessing your account online.

During regular library hours, it is best to return library materials at the Return Station near the Check Out Desk. Materials may also be returned on the Bookmobile. Please make sure all pieces of the item are included before you return an item. Incomplete items may not be accepted for return.

Bloomington Public Library has drive-up book drops located near the Library's entrance. They are intended for use during times when the Library is closed. Customers need to make sure all items have dropped inside the book drop, and should not use the book drop if it is full.

You may return materials to other Illinois libraries, but the material will remain checked out on your account until it is received by the Bloomington Public Library.

Be sure to have your library card handy, as you will need to know your account number in order to renew materials.
You can renew your materials in the following ways:
  • Online by clicking "My Account" on the Library's homepage.
  • By phone 309-828-6092.
  • At the Library or on the Bookmobile by bringing your library card and/or materials to the Check Out Desk.
  • Interlibrary loan materials may be renewed by phone at 309-828-6093, if the lending library allows.
Be sure to verify that the item has been successfully renewed by noting the new due date. An item cannot be renewed if:
  • It is on hold for another customer.
  • It is a Book Discussion Kit or Most Wanted.
  • It has already been renewed the maximum number of times (2).
  • It is overdue by 28 days or more.
  • The account it is checked out to has fines/fees of $10 or more.
Setting or Using your PIN:

Bloomington Library has made a change to better protect your library card account. You will need both your library card and your PIN to check out materials and to access your account online.

Not sure what your PIN is? If you haven't personalized it, try the last 4 digits fo your phone number.

You may change your PIN any time by logging into your account at the Library's website, The instructions follow:

  • Click on 'My Account' at top of Library homepage.
  • A form will populate asking for your library card and pin. Type in your account number which is below the barcode on your library card and your current PIN.
  • Click on 'Change PIN' (second arrow down), and you will see the 3 fields for entering PIN information. First, type in your current PIN, followed by one you create, then confirm your new PIN by retyping it, then click the 'Update' button.
  • A box will pop up requesting confirmation of the PIN change. Click on your account number and on OK button. You will see a message in green 'PIN has been changed.'
